State Load Dispatch Center (SLDC) 

        Started functioning from 01.12.2000 at the existing 400KV Sub-Station Khedamara Bhilai, Building. During this two and half year, it has traveled a long way in achieving several milestones. The permanent building of SLDC is  likely to come up by the end of March 2004 at Khedamara, Bhilai.     (On the way from Bhilai Power House Rly. Station to Nandini Mines about 8 KM from Power House.)

        The Supervisory Control And Data Acquisition (SCADA) System has been fully commissioned with 11 no. RTUs in different sub-stations on 30.03.2003. In addition to SLDC, five numbers workstations have been installed in the head quarter, Raipur for Chairman and Members of the Board on 22.04.03, through which the real time data of whole western region system is being displayed. In the process of equipping SLDC, Bhilai, GPS based Real time Centre has also been commissioned on 11.07.2003. This was very essential for time stamping of the happenings of the system and analysis of the data being acquired through SCADA system.

        With the implementation of Availability Based Tariff (ABT) in WR and other regions, the Techno-Commercial aspects of grid operation has become prominent and inter-regional and intra-regional power trading is being done with surplus/deficit of power. more effectively with commercial viability. Hence the role of Load Despatch Centre becomes more vital in trading this power on the basis of frequency of the system by way of unscheduled Inter-Change (U.I.) charges.

           Western region was the first to implement ABT in the country and after its success; other regions have also implemented the same.

        In Western Region, Unified Load Dispatch & communication (ULDC) scheme is being implemented with the latest equipments and technology. The ULDC scheme is scheduled to be operational by year-2005. Some of the equipments have already arrived and are being commissioned.

        In a significant development, the inter connection of Eastern Region to Western Region was done through newly commissioned 400 KV Rourkela-Raipur (PGCIL) double circuit line on 2nd March' 2003. This has enabled the transfer of excess power from Eastern Region to Western Region constituents and improved the frequency profile. After this inter connection, the responsibility of SLDC, Bhilai has increased immensely.

            FGMO (Free Governor Mode Operation) on all KWU and LMW / LMZ machines of 200 MW size and above, was implemented in WR on 19.05.03 & 21.05.03 respectively, in accordance with provision in IEGC (Indian Electrical Grid Code) for frequency linked dispatch.
